House Bill 4841 AFC Licensing Act Update
HCAM continues to engage with stakeholders, the bill sponsor and other legislators to amend House Bill 4841, which makes significant changes to the AFC Licensing Act. As introduced, the problematic bill contains provisions — including staffing ratios, fines and stringent training requirements — that would significantly alter the role of AFCs in the long-term care continuum. As part of a workgroup convened by the bill sponsor, HCAM has suggested changes leading to a much-improved draft. When the Legislature returns from summer recess, HCAM will continue advocate to ensure that the most problematic provisions of the bill are addressed. If the bill is not passed before yearend, it would need to be reintroduced in 2025 to move ahead.
