About the Regulatory Citations

Licensed Michigan Nursing Homes that are certified to accept Medicare and/or Medicaid receive unannounced inspections annually conducted by the Michigan Department of Community Health. These surveys last anywhere between two days and five days in length. .

The average home received approximately 7 citations in 2004. These deficiencies varied in severity from A (least serious) to L (most serious). The grid below is known as the “scope and severity grid.” It helps put the level of deficiencies in perspective. For definitions of the terms used in the grid, see the Glossary in Appendix D. Any deficiencies for violation of rules 483.13, 483.15 and 483.25, in grid cells F, H, I, J, K and L, are considered substandard quality of care violations. The grid is used to score the scope and severity of the violation, with the severity ranging from potential for minimal harm to immediate jeopardy and the scope column indicating whether it is an isolated, pattern or widespread problem.

Some Michigan nursing homes are classified as “licensed only.” The surveys these facilities receive are not measured against the federal regulations. However, they are licensed by the state of Michigan and information about their surveys is available by contacting the Michigan Department of Community Health.
